It is broken AF in the sense that AI just keep concentrating development and pillaging capital in every peace deal, get over its Government Capacity, release vassals, integrate them back and release them back again.

Can you convert ck3 to EU4?
Very generally, it takes your Crusader Kings
3 saved game and converts it into a Europa Universalis 4 mod. You then have to enable that mod when starting EU4 launcher: Create a new playset in the launcher. Add the conversion mod into the new playset, along with other mods you want to use (such as graphical ones)

End date. The game ends on
3 January 1821 if it is played in ironman mode. If the end date is reached in normal mode, pressing the continue button on the endgame screen will allow the player to keep playing beyond 1821.

In my opinion, it's
definitely playable, in the same sense that an early access game is playable. So if you play it, treat it like it's an Early Access DLC. Expect it be full of flaws and oversights, but still able to get some experience of what the new changes that are in place, however broken or unbalanced it may.
Are EU4 DLC worth it?
All the major DLCs are totally worth it. You might end up paying a bit more for rights of man as it just came out. But totally worth it in the long run. As long as you wait for a sale you can't really go wrong with any of the non-cosmetic DLCs.
